  • update troute to use the ngiab branch (just created from datastream, identical except for the name at the moment)
  • move the python installation in the final step to the very beginning to prevent version mismatches when using a building cache

Note

if this is merged after this PR into the ngen repo is merged, the build will also include and updated version of cfe and noah-owp-modular
