Fix special characters encoded display in list.php and usermanagement.php

Changes Made:

• removed cleanoutstr for collectionname in list.php and users in usermanagement.php

Note:

If user or collection name special character is still displayed encoded then it was saved this way in a database before the fixes, so it would need manual change.
