Purpose

Currently, the guide configures a PostgreSQL which isn't supported by modern django, so moved it to the latest version of PostgreSQL available in Azure, also updated some libraries add added python 3.12 to the test matrix
The update unblocks upgrading to Django 5.1 which currently fails
