(feat) Introduce amrs core esm

Summary

This PR introduces the amrs core esm which will hold core amrs functionality such as routing, general custom configs, custom UIs, etc. At the moment, it holds the the clinical views divider.
The PR also introduces the OTZ esm but for now it's just an empty container.
