There's a lot of repetition now between this file and session-timeout-ping.ts. After we finalize the requirements here we should try to see if there's any clear opportunities to DRY it up.

🛠 Summary of changes
Adds a modal to sign in page to keep user progress. Utilizes similar feature as for a logged-in user that informs them their session is about to expire and be logged out.
