Expose these to the public so they can download them. Do this only for archives that have a free software license, otherwise we cannot redistribute them.

We probably want to serve these with a web server (#7), or maybe a CDN like AWS S3 (except not AWS S3 but a more ethical one), but I’ve never used that before and I don’t know if it’s cheaper or more expensive than Hetzner.
