Admins can assign existing avatars to users, but cannot upload new ones for them in the event the user has trouble doing so. This is really important for us as we only allow avatars for "VIP" users, and those VIP users tend to not be able to deal with technology very well.

+1 on this feature, it would be very convenient to be able to sometimes upload avatars on behalf of a user.
