Improvements to SCB data downloader

The script to dl all DESO data from SCB needs improvements. The script as is now does not work for all datasets.

I think it has something to do with the dimensions specified in the query automatically, the API either needs more specific values for some dimensions instead of fetching everything with the wildcard *, or maybe some datasets do not work very well with English. In any case, it needs to be fixed so that we can download all the datasets.
