WASM: Invalid D-Pad inputs (up+down, left+right) are permitted

The standard controller doesn't normally allow these input combinations, and a lot of older software doesn't handle them gracefully. For parity with the desktop builds we should forbid them in the WASM builds, perhaps with a non-default option to permit the behavior.
