Since most computer users move their mouse pointer to mark their progression in the page reading, when one get at the bottom of the page, its mouse pointer is actually at the bottom of the page. Thus, one must move it from the (probably left hand side)-bottom of the page to the right hand side-top, where the pagination bar is located.
A second pagination bar should minimize the user effort to "turn the page," and thus maximise the user experience.
