Do not display Uptime for not active tablets #1774

Uptime is not accurate term for stopped or deleted tablet, it is calculated since last ChangeTime. We need to discuss how we want to display it:

Display uptime only for active tablets, display "Start time" (ChangeTime) in tooltip
Display uptime for not active tablets differently (e.g. similar to stopped nodes - as negative value), rename timestamp in tooltip depending on tablet status
Rename uptime column, rename timestamp in tooltip (e.g. "Change Time" -> "Since")
