Add interfaces for spaz sheets and incident reports

Some time ago, Matt Rana proposed that we add a way to submit spaz sheets to the Chief Engineer electronically. It would probably be an interface in the logbook where you fill out a form, click a button, and the form data is formatted and emailed to the Chief Engineer. I haven't been able to send mail from the web server yet, but you could still add a control panel to the private website. Honestly not a high priority, just an idea.
