Allow running without Redis

Is your feature request related to a problem? Please describe.
If a Redis connection cannot be established for any reason, we should be able to still run the other functions of the bot.

Describe the solution you'd like
Maybe instead of immediately panicking that a connection cannot be established, check that we have a redis connection and if not, 1) set the bot's status to reflect that leveling is disabled, 2) give an error message if people try to use leveling commands
