pass original locals to the 404 page render

• pass the original locals data to the render function of 404 pages
• fixing Cloudflare context is not avaiable in middleware on 404 route #12821 (applies to all type of contexts for 404 pages, not only cloudflare)

• no doc update required because this is probably expected behavior
