Adding ? as a New Phrase After Adding 'as a Phrase Returns Duplicate Phrase Alert Message

Description
After adding an apostrophe as a phrase, if we add question mark as a new phrase, we are getting duplicate phrase alert message. This behavior is same when we add them to the custom categories or preset categories.
Note: If we add ? first, and then add ' as a phrase, we don't get the duplicate phrase alert.

Steps To Reproduce

1. Go to the Settings
2. Select Categories and Phrase
3. Select a custom or preset category
4. Add ' as a phrase
5. Add ? as a phrase

Expected behavior
Adding a new phrase to the category.

Actual behavior
Getting a duplicate phrase alert message.
