Polygonal clickable area

Is your feature request related to a problem? Please describe.
The ability to create a polygonal area of the map using coordinate values to form an interactive area with highlighted borders.

Describe the solution you'd like

• When a user mouse hovers over the map, it should highlight borders of any clickable regions of the map.
• When a user clicks on any clickable region of a map, it should highlight the clicked area's border and display quick information in a popup box [internal wiki links, custom data].

Describe alternatives you've considered
An alternative solution would be to consider creating separate map pages for each of the intended clickable regions.

Have to do a refactor of marker instantiation first. Afterwards this shouldn't be a huge deal.
