Provide a page with a list of choices and and enable changing the "public" flag. Don't put edit links on it. Don't put delete links. In fact, only show choices that have the "public" flag and enable removing the flag.

Protect it with http basic auth.

This is a simplest method to enable moderating the "public" choices shown on the home page.
