Resolve Remaining DID issues #467

As noted in #462, there are still a few things to fix in the DID registration:

  • URL. Do we use a year-based URL, or use ns? Do we change it to 2022 to be consistent with the TD spec?
  • Ontology. URL does not resolve, no ontology file, DID won't merge the registry until this is resolved.
  • Do we want to indicate the location of the DID ontology reference in the @context? Is that something that goes in this spec or in the DID registry?

Related to #402 - rest done, need ontology file. Not a blocker for PR transition, but should do by end of charter.
