The (proposed) charter says this whole doc is non-normative, but https://w3c.github.io/perf-timing-primer/#conformance says most of the doc is normative. Can we resolve the inconsistency?

This document is out-dated and should be obsoleted.
Shall we replace it with some other timely articles by the group participants? I'd recommend @nicjansma 's ResourceTiming in Practice :)
