After Upgrading to Docker 18.09, vsphere plugin is inconsistent #2098

After upgrading from Docker 18.03 ee to 18.09 ee, the vsphere plugin is very inconsistent on listing volumes. Sometimes the volumes show, and sometimes they don't.

also the containers disconnects from the volume and afterwards they crashes
