Reputation gaining is not working properly

Current behavior:
If you gain reputation with a Faction that is composed by other Factions, the reputation of those factions is not changing.

Expected behavior:
It should award the proper reputation to all of the involved Factions.

Steps to reproduce:
I only tested with mobs that award Steamwheedle Clan reputation, like the Wastewander NPCs in Tanaris, but I'm pretty sure the issue is happening with quests that award Horde / Alliance reputation too.

Just kill any Wastewander NPC, see in the chat that you are gaining 1 reputation with the Steamwheedle Cartel, and notice that Goblin reputations aren't being increased.

Also I think they should provide 5 reputation per kill, not 1.
