Cross compilation for windows not working with pcre

Hey guys I'm trying to cross compile for windows with pcre as a dependency. Unfortunately I get the following errors:

Cross compilation for Windows failed. Make sure you have mingw-w64 installed.
Try `sudo apt install -y mingw-w64` on Debian based distros, or `sudo pacman -S mingw-w64-gcc` on Arch, etc...

I have every dependency mentioned in the docs (mingw, etc.). Does anyone have an idea or similar issues with pcre?
