When calculating transfer fee use API for traded volume discounts #6993

There is a mechanism in core which provides a certain amount of fee-free transfers based on volume traded in an epoch.

There is also an API. It would be nice to see the numbers implied by this on the UI.

A bit of context: vegaprotocol/specs#2373 too.
