Review of OSCAL backlog

Question

Creating this issue just to help us track the activity and questions that might arise around the backlog review session we had today.

What happened:

• All issues older than January 1, 2023 were labeled as Aged.

What is next for Aged issues:

1. The team is reviewing all issues, and marking with the label closable for issues that we do not intend to allocate time.
2. The team is marking with the label question for issues that should be reviewed on the next issue triage.
3. We will review these issues and remove the Aged label for issues we intend to allocate time to address.

Expected actions:

• This is being done for OSCAL, but also needs to be done for oscal-content at some point.
• Any issue that has an Aged tag on Monday, November 13th will be closed.
• We will err on the side of focus, which means if an issue is later determined to be a priority, we can always reopen.
• Once this activity is complete, we will need to evaluate issues opened since the Aged mark, plus any issues unlabeled as Aged.

Will revisit status on Wednesday - most important is if any issue is labeled "Aged" needs the label removed because it is important for us to work within the coming year.
