Implement the hover action to display contextual information when a user hovers over a bookmark.

Tasks:

Detect hover events on bookmarks.
Display tooltip with contextual information.

pls assign.does this relate to the bookmarks on the dashboard and when the user hover over the card the tooltip is displayed.
