Simplifications and hiera use

In order to fit into the r10k workflow of UoB IT, we need to simplify the current structure and add hiera usage.
This means that current roles in Foreman will be moved into hiera profiles:

• computing element (ARC CE & HTCondor CE)
• storage element
• worker node
• users & groups (local users + pool accounts). Pool accounts need to be changes to use 'newusers' instead of 'useradd'
• squid
• ARGUS

New profiles (based on docker?)

• perfSonar bandwidth
• perfSonar latency
• docker registry
