[Hot Design] Property windows bounce (slowly decelerate) instead of stop in place, when let go, while your mouse is moving.

Current behavior

If you let go of a property window (value window of margin, height, column, etc), it will keep going, while slowly decelerating, instead of stopping where the click was let go.

Expected behavior

The property window stays where the mouse click was let go.
