[Request] - Restore deleted messages

It's a must have functionality

Describe the solution you'd like
In log channel, on report about removed messages, provide a button that acts in the following way:

• no action if user is not operator or group admin
• send request to operators if user is group admin
• restore message if user is operator

The restored message must be sent by the bot and bypass the control. Must tag the real sender and log this action to the log channel.
