Runtime Verification Audit Item 10

(Sort of - item 10 "no usage of InterestEpoch" took the comments in question at their word)

There are mentions of InterestEpoch in code comments and the spec which should have been removed when InterestEpoch itself was removed. These need to be cleared out.
