Consider adding some rewriting utilities #12

scalafix uses scalameta to rewrite scala 2.x code to be ready for Dotty i.e. upgrades code.

It would also be possible to rewrite code by downgrading Dotty code to 2.12.x.

There are no doubt many other similar rewriting opportunities that we can kick start in catalysts.
