stylelint-declaration-strict-value supports CSS shorthand syntax via the expandShorthand option.

However, it can trigger false positives, see AndyOGo/stylelint-declaration-strict-value#68.

Perhaps, it can be fine-tuned to avoid false positives.

Maybe this will help somehow: https://github.com/gilmoreorless/css-shorthand-properties/blob/master/index.js.
