A clear and concise description of what you want to happen.

• Ensure evidence value is being populated for all measures.
• Add measure gap details like when an A1c value or blood pressure results don't meet the criteria.
• Add performance flag sum to final summary count table.
• Add CMS Star Rating logic (see CMS docs).
