Make some type of a funnel to catch as much rain water as possible, the funnel should be directly connected or mounted to the water tower.

A tip for future modification of the water tower: when istalling a funnel, filter the rain water to avoid getting dirt and leaves in the water tank. The dirt will disturb the water flow in the tubes and eventually stopping the water flow completely.
