Clarification: Sidewalk mode interaction with no snapping to ways "CTRL" #19

If I start a new way in sidewalk mode but hold down CTRL to keep it from snapping to things (like landuse) it doesn't add the footway tags. Is this expected?

Yes, that is unexpected behavior.
