While I cannot answer on @tromey 's behalf, he did recently add an explicit
license to the project. I have created a fork at
https://github.com/emacs-ffi/emacs-ffi where I will be reviewing and accepting
contributions (and optionally, requesting for their inclusion in this repository
based on @tromey 's preference).
