Hi,

If you go to Preferences -> Sort order -> Sort locations and choose "by Frequency" locations selector for new transactions or when you edit, transactions will still be sorted by name.

The option seems only affect reporting for now, I'll see if I can make it work on the selector used in transaction editing.
