Dates are off on the Competitions page

Describe the bug

• The new competitions page's date are misaligned and are often in different languages even on the same page.
• Sorting by "By announcement" used to NOT show older and completed competitions. It's no longer the case and it's annoying since few competitions get announced several months back and there's no option to filter out only ongoing and upcoming comps right now

To Reproduce

• To reproduce the date, I just had to filter by event and keep scrolling

Expected behavior

• Dates should be in language that the user has selected
• Date formatting should be consistent
• An option or checkbox to exclude completed competitions

Thanks for reporting the "sort by announcement" issue as well, I've added it to #10596 under "Medium"
