As http://brails.org has just been replaced by the current development instance, find below the description of the Accessibility Toolbar/Panel

The intention of this toolbar is to help the users with low vision or partial sight to be able to browse the site with at most ease. For this 2 basic requirements must be met:

  1. There should be enough contrast between the foreground and background so that user can differentiate the content. The contrast between the foreground color and background color should be of 3:1 ratio. Our Accessibility Panel should allow the users to choose between multiple color themes to allow them contrast of their choice.
  2. The font size should be large enough to allow him to read the text with ease. The minimum required font size should be at least 14 pt (as per MS Word). Users should be able to increase or decrease the font size to suit their visual perception.

I'll be adding references to the corresponding guidelines soon.
