Move restriction information higher on the collection page and modify Use these materials section

Archivists want users to see the restriction note for the collection at the top of the page, and feel it is hidden when placed at the bottom. One design option for this is to follow Michigan and Duke. They each have a little "Using these materials" box next to the summary: Michigan and Duke.
