Make updates in support of Green Library 24/5 space

Green Library will be opening a 24/5 space in the Fall Qtr. (Opening date TBD, and is determined by staffing). When the space opens, we need to make the following updates to library-hours:

1. Allow description text, up to 200 characters, for a sublocation. (We're still finalizing this text with Green staff.)
2. Add info icon next to sublocation title.
3. Add popover on click of info icon.
4. Allow author to input more text than current hours pattern, i.e. "Open 24h" or "Opens at 12p"
5. Display specific words, by color, as designed in Figma.

It's likely we will need to display a global alert on hours for a period of time to call attention to the hours change.
