The docker container is not current launching
https://hub.docker.com/r/strongloop/strongbox/

I get this error
Tag latest not found in repository docker.io/strongloop/strongbox

@GeoffreyEmery there is no latest tag, you need to specify strongloop/strongbox:dev, strongloop/strongbox:ubuntu, or strongloop/strongbox:node
