Why does the sidewalk overlay include motorway_link but not motorway?

Probably it was considered to be more likely to appear on slip road than on outright motorway.

In the end you need to put border somewhere.

This comment suggests that when a road has a pavement, its not a motorway(_link)? This probably varies depending on country?

Im making an osm editor with very similar functionality as StreetComplete's overlays and im unsure whether I should include highway=motorway(_link) as selectable features... For now, I'll remove it then.

note that motorway is a slip road connecting motorway to another roads

it may be only partially signed as motorway-level road

but either way it is a tiny detail: I would not worry too much, in the worst case you will get requests for changing of default config
