Script used to caluclate GPUs/Slots available giving incorrect results

GPU Usage and Slots Available dashboard rely on "slotifier" script - values generated don't match what we expect. Investigation is required. Plus we should put this script onto github somewhere and add tests

To mitigate ambiguity - we included a "calculated usage" for GPU usage dashboard - #26
