Describe the enhancement

Add alerts for the CSM Node Operator Monitoring Service

Alert	Tooltip
	Alert of initial slashing events submitted.
	Alert of withdrawal events submitted.
	Alert for EL rewards stealing penalty reported.
	Alert for exit request.
	Fires when there are non claimed rewards detected
	Fires if Node Operator status is Inactive
	Fires if the `lcoms_current_bond: Current bond in wei` is less than `lcoms_required_bond: Required bond in wei`
