Is your feature request related to a problem? Please describe.

The built-in pnpm is v8 (and not latest v8)

Describe the solution you'd like

Make pnpm v9 as default or wait pnpm v10 to be at latest and support it.

Also, the built-in npm version can be bumped as well.
