Refactored pysynphot using Astropy

If you don't have enough topics in 2017, I can possibly cover a new package that is PySynphot re-incarnated as simply synphot (and stsynphot for HST specific stuff), which using Astropy models and is unit-aware (but not self-aware like astrobot).
