Packaging modernization needed

This plugin could use some TLC to switch it over to pyproject.toml, a setuptools entrypoint (instead of the sopel_modules namespace), and explicitly specify the minimum supported version of Sopel.

I can't get to ALL the plugins at once, so I'm taking stock (sorry 😁) today of every plugin under @sopel-irc and self-assigning issues for the ones that need some packaging work done.
