Event Project Stage should have stronger notions of before, during and after the event #48

Describe the change being requested
The Event Project stage - https://event-organisation-guide.readthedocs.io/en/latest/eog/event-project-stage-eps.html should have a notion of time - e.g. before, during and after the event.

Each sections e.g. Infrastructure, Timeline, Budget - should have sections Before, During and After with specific notes for each section related to when you do things.

State the reason for the change
At the moment there is not a strong emphasis on time - saying when things are done will help people think more clearly about each aspect of the event - and ultimately make it more useful as a guide.

Describe the impact of the change on other parts of the SSI-EOG
This is pretty self contained to this section.

It might change the way case studies are written - so they include pertinent time related matters.

Describe any alternatives you have considered (if applicable)
The alternative would be having Before, During and After at the level of the Event Project Stage page - but this would make it difficult to tie together all the aspects on a particular topic as e.g. Budget before, Budget during and Budget after would be on different pages; this would also make it much more likely to become inconsistent.

Additional context
The Event Organisation Guide (EOG) focuses on organisation but not a lot of emphasis is given to the event when it is actually happening/in-flight - Events are Projects and delivery is part of that - so it makes sense to focus on this aspect.

A "During" example from CW includes e.g. the "Start of Day Tasks".
