Requirement

[4.4:49] By default empty lines at the top and bottom of a page shall be suppressed. However there shall be a way to override this behaviour.

I have implemented this with a global setting: daisy/pipeline-mod-braille#97

To do

Mischa also want this the behavior to be controlled on an element basis. This can be accomplished by using paddings in the case the empty lines need to be preserved.
