Soil moisture value is always 100 #13

I've ordered the pcb and have built the sensor, however it always reports 100% value even if the sensor is not in soil/water.
R3 is 10k
R4 is 1M
C3 is 0.75pF

I tried different firmwares, but it always reports 100%.
Any ideas what might be causing this?

I've just measured values on P0.4/19/SENS PIN and it's reporting 0.9V when the sensor is submerged in water and 1.3v when it's dry.
Are those values expected?
